About this file
Summary
This is a Scope of Work document for Invitation for Bid (IFB) 250254 issued by the Orange County Transportation Authority (OCTA) for small equipment rental services. OCTA requires access to various types of small equipment on an as-needed basis to support maintenance, construction support, and special project activities at multiple facilities throughout Orange County. The equipment to be rented includes temporary fencing, windscreens, portable barriers, generators, light towers, air compressors, forklifts, scissor lifts, mini excavators, compactors, storage containers, pressure washers, and other comparable small equipment. Rental requests will vary in duration and may range from daily to monthly rentals, with OCTA providing no guarantee of minimum or maximum quantities. The contractor must deliver and remove equipment within twenty-four hours of OCTA's request and provide replacement units within twenty-four hours in case of equipment malfunction. The scope specifies service locations across eight OCTA facility bases and operational centers, including locations in Anaheim, Garden Grove, Irvine, and Santa Ana, plus numerous transportation centers and OC Streetcar facilities throughout Orange County.
The contractor is responsible for furnishing all rental equipment in safe, operational condition compliant with OSHA and CAL/OSHA standards, with equipment delivered clean and ready for immediate use. All associated fees—including transportation, fuel surcharges, environmental fees, and setup costs—must be clearly identified in quotes and invoices, which should reference the OCTA-issued purchase order number and include itemized charges with equipment descriptions, serial numbers, rental periods, and delivery/pick-up locations. A dedicated point of contact must be available to respond to OCTA's service needs, and the contractor must provide basic technical support and operating instructions upon request. OCTA will provide at least twenty-four hours' notice for most equipment rental requests whenever possible, and payment will be made in accordance with OCTA's standard terms and conditions following verification of services rendered by OCTA's Facilities Maintenance Supervisor or designee.

• Forklifts
• Scissor lifts
• Mini Excavators
• Grinders
• Compactors

• Other comparable small equipment as requested by OCTA
Rental requests will vary in duration and may range from daily to monthly rentals. OCTA does not guarantee any minimum or maximum quantity of equipment.
3. CONTRACTOR RESPONSIBILITIES
Contractor shall be responsible for furnishing all rental equipment in safe, operational conditions and in compliance with OSHA, CAL/OSHA, and other applicable safety standards. Equipment must be delivered clean, serviced, and ready for immediate use. Deliveries and removals must occur within twenty-four (24) hours of OCTA’s request, unless otherwise agreed. The Contractor is expected to provide all requested equipment to OCTA-specified locations and to coordinate both delivery and pick-up, with all associated fees — including transportation, fuel surcharges, environmental fees, and setup costs — clearly identified in quotes and invoices.
In the event of equipment malfunction or failure, the Contractor shall provide replacement units within twenty-four (24) hours to avoid operational delays. Additionally, the Contractor must offer basic technical support and operating instructions upon request. A dedicated point of contact must be available to respond to OCTA’s service needs and facilitate timely coordination. All services shall be rendered with a high level of professionalism and responsiveness.
4. SAFETY AND COMPLIANCE
All equipment must:
• Meet or exceed CAL/OSHA and industry standards.
• Be inspected and maintained regularly.
• Be free of visible defects or hazards.
Contractor employees performing delivery or pick-up at OCTA facilities must adhere to OCTA’s safety and security protocols.
5. SCHEDULE OF WORK
OCTA will coordinate with the Contractor by providing at least twenty-four (24) hours’ notice for most equipment rental requests, whenever possible. OCTA will specify the delivery and pick-up locations and provide any relevant special instructions. Upon delivery, OCTA staff will verify the equipment's condition and confirm receipt. If there are any issues or deficiencies with the equipment, OCTA will promptly notify Contractor to allow for resolution or replacement.
6. INVOICING AND PAYMENT
Contractor shall submit invoices that clearly reflect itemized charges for each piece of equipment rented. Each invoice must include the equipment description and serial or identification number (if applicable), the rental period (start and end dates), delivery and pick-up location(s), and all associated charges including rental fees, transportation, fuel, and applicable taxes. Invoices must reference the OCTA-issued purchase order number. Payment will be made in accordance with OCTA’s standard terms and conditions following successful verification of services rendered.
7. SERVICE VERIFICATION
Upon completion of work, a verification of service will be made by OCTA's Facilities Maintenance Supervisor or designee prior to Contractor departing premises. Contractor shall complete a Verification of Work form (Attachment No. 1) and forward the form to the OCTA designee. Failure to adhere to these requirements and terms may cause non-payment of invoices.
