About this opportunity
Gwinnett County Board of Commissioners is requesting proposals for medical examinations, drug screening, and job-related medical screening services for employees and applicants under RFP RP039-26, with proposals due November 9, 2026 at 2:50 p.m. Eastern and virtual opening at 3:00 p.m. the same date.
The scope covers pre-employment physicals, fitness-for-duty evaluations, return-to-duty examinations, drug screening by urinalysis or hair follicle testing, and breath alcohol testing. The county's employee population is approximately 6,000, comprising approximately 350 positions subject to Federal Transit Authority drug and alcohol testing regulations and approximately 4,100 employees in other safety-sensitive positions. The service provider must also furnish random selection services for drug and alcohol testing. No guaranteed minimum volumes apply; compensation is paid based on actual services requested and performed at rates specified in the Proposal Fee Schedule.
The contract commences February 1, 2027, for an initial 12-month period with four optional one-year renewal periods. Pricing must remain firm for the initial 12-month contract period; any increases for renewal options must be clearly stated on the Proposal Fee Schedule. The county currently uses the Gwinnett Employee Wellness Center for pre-employment examinations but seeks an on-demand provider for future needs.
The service provider must maintain Professional Liability Insurance with minimum limits of $1,000,000 per claim and $2,000,000 aggregate, Commercial General Liability coverage of $2,000,000, Automobile Liability of $1,000,000, and an A.M. Best rating of A-10 or higher.
Evaluation criteria total 120 points: available resources (20), facilities (20), demonstrated compliance with administrative procedures (20), demonstrated knowledge and experience (20), references (10), cost and performance guarantees (20), and potential interviews (10). Questions are due October 30, 2026 at 3:00 p.m., directed to Diana Turner, Purchasing Associate II, at Diana.Turner@GwinnettCounty.com or 770-822-8727. Submissions require one unbound single-sided original, four bound copies, and one digital copy on flash drive, with costs in a separate sealed envelope.
