About this opportunity
Lake County Schools District in Florida is seeking competitive bids for Roofing Contracted Services through Invitation to Bid (ITB) #25-1001-ITB-KF949. The procurement aims to establish contracts with one primary and one secondary vendor to provide comprehensive roofing repair and replacement services for the district's 51 learning sites. Qualified vendors must be Florida State Certified Roofing Contractors with proven experience completing at least three commercial roof repair projects valued at $50,000 or more within the past three years. The contracted services will encompass furnishing all materials, labor, tools, equipment, insurance, and supervision required for roof repairs and replacements on an as-needed basis. Vendors must be capable of responding to emergency repairs within 24 hours of notification and provide detailed pricing for labor categories and material installations. The bid is scheduled for release on October 1, 2025, with vendor questions due by October 8, 2025, and proposals due on October 20, 2025, at 2:00 PM EST. Evaluation criteria will include the vendor's ability to meet specifications, demonstrated experience, past performance, and references.
The solicitation includes provisions for local vendor preference, with Lake County businesses potentially receiving up to five additional points in the evaluation process based on factors such as local office presence, number of local employees, and Ad Valorem Taxes paid to Lake County Public Schools. In the event of tie bids, additional selection criteria will consider drug-free workplace programs, minority business enterprise certification, and veteran business enterprise status. The contract term is initially three years with two potential one-year renewal periods. Vendors must provide comprehensive insurance coverage, including $1,000,000 in General Liability, $500,000 in Automobile Liability, and $1,000,000 in Professional Liability insurance. Projects costing $200,000 or more will require a performance bond equal to the project amount. While specific budget ranges are not explicitly stated, the cost proposal document indicates flexibility in purchasing, with the school board not obligated to specific purchase volumes. The procurement emphasizes a Greatest Maximum Price (GMP) approach, suggesting potential variability in actual contract value based on specific service requirements.
