About this file

This is an Addendum to an Invitation to Bid (ITB) for Roofing Contracted Services issued by Lake County Schools District in Florida under solicitation number 25-1001-ITB-KF949. The procurement seeks to establish contracts with one primary and one secondary vendor to provide comprehensive roofing repair and replacement services across the district's 51 learning sites on an as-needed basis. All contracted work shall include furnishing materials, labor, tools, equipment, insurance, and supervision. Qualified vendors must be Florida State Certified Roofing Contractors with documented experience completing at least three commercial roof repair projects valued at $50,000 or more within the past three years. Vendors must be capable of responding to emergency repairs within 24 hours of notification. The bid was scheduled for release on October 1, 2025, with vendor questions due by October 8, 2025, and proposals due on October 20, 2025, at 2:00 PM EST. The initial contract term is three years with two potential one-year renewal periods.

Pricing shall follow a Greatest Maximum Price (GMP) approach with detailed pricing required for labor categories and material installations. Lake County businesses are eligible for local vendor preference scoring of up to five additional points based on local office presence, number of local employees, and Ad Valorem Taxes paid to Lake County Public Schools. In the event of tie bids, selection will consider drug-free workplace programs, minority business enterprise certification, and veteran business enterprise status. Vendors must provide comprehensive insurance coverage including $1,000,000 in General Liability, $500,000 in Automobile Liability, and $1,000,000 in Professional Liability insurance. Projects costing $200,000 or more will require a performance bond equal to the project amount. Evaluation criteria include the vendor's ability to meet specifications, demonstrated experience, past performance, and references.
