About this opportunity

The County of San Mateo Technology Services Department is issuing a Request for Proposals (RFP TSD-20261921) to procure Robotic Process Automation (RPA) development and support services from qualified UiPath implementation vendors. The solicitation seeks to expand the County's deployment of digital workers that automate high-volume, rules-based business processes to increase throughput, reduce errors, and free staff for higher-value work across departments. Qualified vendors must demonstrate a minimum of five years of RPA implementation and support experience, document at least three successful implementations for government agencies of similar size within the last five years, maintain active SAM.gov registration, and provide proof of required insurance coverage including General Liability ($1,000,000), Automobile Liability ($1,000,000), Professional Liability ($1,000,000), and Cyber Liability ($5,000,000). Proposals must be submitted electronically through the procurenow.com portal with a deadline of March 2, 2026, at 1:00 PM PST. A non-mandatory pre-proposal meeting is scheduled for February 6, 2026, at 9:00 AM via Microsoft Teams, with a question deadline of February 18, 2026, at 1:00 PM PST. The evaluation process consists of two phases: Phase 1 assigns 30 points for method and approach, 15 points for experience and organizational capacity, and 25 points for price, with an additional 10 points available for local business preferences; Phase 2 awards up to 30 points based on vendor demonstrations evaluating technical capability, use case execution, ease of use, governance and security, innovation and scalability, and presentation quality. The expected contract duration is 60 months with renewal options to be determined, and the vendor must provide Tier 2 and Tier 3 support during business hours (Monday-Friday, 8:00 AM-5:00 PM PST) and outside core hours for releases and version updates.

San Mateo County's local preference ordinance applies to this solicitation, offering a 5 percent preference on total points to eligible local businesses and non-profits with principal places of business in San Mateo County, with an additional 3 percent for Small Businesses or 5 percent for Micro Businesses located within the county. Vendors must leverage the UiPath platform already licensed by the County and integrate with existing systems and data sources, including current implementations involving Dell laptop ordering, mobile device ordering and upgrades, device disconnection, and usage report downloads across platforms such as ServiceNow, CentralSquare Technology OneSolution, and vendor portals including AT&T, Verizon, and CalNet. The RFP prohibits the use of subcontractors to perform services, meaning all work must be performed directly by the selected vendor. Proposers must submit a completed References Form with at least three current references from government agencies of similar size, a comprehensive Technical Proposal addressing the Scope of Work, acknowledgment of the County Standard Contract Template, and a completed Price Proposal using the provided template. The estimated contract value is $500,000, with funding sources including federal, state, and county funds. All successful contractors must comply with prevailing wage requirements, living wage ordinance provisions, non-discrimination standards, and county security, privacy, and accessibility standards, with all work products becoming County property upon termination or completion.
