About this file
This is a Request for Proposals (RFP) issued by the County of San Mateo Technology Services Department (TSD-20261921) seeking qualified UiPath implementation vendors to develop and support Robotic Process Automation (RPA) solutions. The County seeks to expand its deployment of digital workers to automate high-volume, rules-based business processes across departments, leveraging the UiPath platform already licensed by the County. Current implementations include automation for Dell laptop ordering, mobile device management, device disconnection, and usage report downloads across platforms such as ServiceNow, CentralSquare Technology OneSolution, and vendor portals including AT&T, Verizon, and CalNet. A non-mandatory pre-proposal meeting is scheduled for February 6, 2026, at 9:00 AM via Microsoft Teams. The deadline for questions and comments is February 18, 2026, at 1:00 PM PST, with proposals due March 2, 2026, at 1:00 PM PST through the procurenow.com portal. The contract term is 60 months with renewal options to be determined, and vendor demonstrations will be scheduled for a date to be determined.
Vendors must meet minimum qualifications including five years of RPA implementation experience, three successful government agency implementations within the last five years, active SAM.gov registration, and required insurance coverage totaling at least $1,000,000 in General Liability, $1,000,000 in Automobile Liability, $1,000,000 in Professional Liability, and $5,000,000 in Cyber Liability. The evaluation process awards 30 points for method and approach, 15 points for experience and organizational capacity, and 25 points for price in Phase 1, with up to 30 additional points available in Phase 2 based on demonstration performance. San Mateo County's local preference ordinance provides 5 percent additional evaluation points for eligible local businesses and non-profits, with an additional 3 percent for Small Businesses or 5 percent for Micro Businesses located within the county. The estimated contract value is $500,000 funded through federal, state, and county sources. All work must be performed directly by the selected vendor with no subcontractors permitted. Vendors must comply with prevailing wage requirements, living wage ordinance provisions, non-discrimination standards, and County security, privacy, and accessibility standards, with all work products becoming County property upon contract completion or termination.

1. Introduction
1.1. Summary
The County of San Mateo (County) Technology Services Department (TSD) seeks proposals from qualified UiPath implementation vendors to expand the County’s use of robotic process automation (RPA) for high volume, rules-based business processes. The County’s objective is to deploy digital workers that emulate human actions—reading, evaluating, and acting on information according to defined business rules—to increase throughput, reduce errors, and free staff for higher value work across departments. Vendors should leverage the UiPath platform, already licensed by the County, and adhere to County security, privacy, and accessibility standards while integrating with existing systems and data sources.
1.2. Background
TSD aims to enhance efficiency by automating repetitive processes, with a particular focus on improving customer service and experience. In 2023, TSD implemented Robotic Process Automation (RPA) using UiPath, targeting manual processes within platforms like ServiceNow, CentralSquare Technology OneSolution (OFAS), and vendor portals such as AT&T, Verizon, and CalNet. Currently, both attended and unattended robots are operational for these use cases, with system users primarily interacting through the UiPath Action Center. The objective moving forward is to expand automation to additional workflows and systems maximizing the value and efficiency provided to system users by leveraging existing infrastructure to further streamline operations and improve overall staff efficiency and customer experiences. Below are some use cases currently implemented
• Ordering Dell laptops using integration with ServiceNow, OFAS and Dell.
• Ordering of New Mobile devices using integration with ServiceNow, OFAS and vendor portals.
• Disconnecting mobile devices using integration with ServiceNow and vendor portals.
• Upgrading mobile devices using integration with ServiceNow, OFAS and vendor portals.
• Downloading of no usage reports from vendor portals and uploading the reports to ServiceNow.
