San Mateo County's local preference ordinance provides a 5% preference for eligible local businesses and non-profits with principal places of business in San Mateo County, with additional 3% preference for Small Businesses or 5% for Micro Businesses located within the county. The County defines "Local Business" as any for-profit business headquartered in San Mateo County and "Local Non-Profit" as a tax-exempt 501(c)(3) organization formed for non-profit purposes and headquartered in San Mateo County. Vendors must complete and submit the Local Preference Self-Attestation Form with their bid if claiming eligibility. Evaluation consists of two phases: Phase 1 awards points for method and approach (30 points), experience and organizational capacity (15 points), price (25 points), and local business preferences (10 points); Phase 2 awards up to 30 points based on vendor demonstrations. All work must be performed directly by the selected vendor with no subcontractors permitted, and all work products become County property upon completion or termination.
