About this opportunity

Bergen County is soliciting qualified vendors through a cooperative purchasing agreement (BC-BID-26-26) to supply roadway repair materials and products for a twelve-month contract period commencing July 1, 2025 through June 30, 2026. The County of Bergen Department of Public Works and registered members of the New Jersey Cooperative Purchasing Alliance are the procuring entities. The goods being procured include bituminous concrete, roadway patch materials, catch basin casings and covers, catch basin blocks, manhole frames and covers, asphalt solvents, roadway plates, roadway masonry materials, precast concrete inlets, precast concrete trenches, and trench frames with covers or grates. Vendors must submit firm unit prices for picked-up items and hourly delivery rates if delivery of bituminous concrete is requested, with all pricing to be net exclusive of sales and use taxes and inclusive of all transportation, delivery, loading, unloading, and associated fees. The County has implemented an asphalt price adjustment mechanism tied to the NJDOT Asphalt Cement and Fuel Price Index for products north of Route 195, with monthly adjustments calculated when index changes exceed five percent from the basic index and exceed $1,000 in value. Vendor submissions must include manufacturer specifications and product testing information, and bidders must complete all requested vendor information forms and certifications. The proposal due date is May 12, 2026, with contract commencement anticipated for July 1, 2025.

Bergen County welcomes participation from Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), Veteran Business Enterprises (VBE), and Small Business Enterprises (SBE) certified through the State of New Jersey Department of Treasury, Port Authority of New York and New Jersey, NJ Transit, the United States Small Business Administration, or the United States Department of Veteran Affairs. All vendors must comply with New Jersey's mandatory equal employment opportunity and affirmative action regulations, submit an Ownership Disclosure Statement, certify noninvolvement in prohibited activities in Iran and Russia-Belarus, and maintain general liability insurance of at least $1,000,000, automobile liability insurance of at least $1,000,000, and workers' compensation insurance at statutory limits with employer's liability of at least $500,000. Vendors awarded cooperative contracts must incorporate a one percent administrative fee into all quoted prices and are required to submit quarterly sales reports detailing total sales and annual usage reports. The County reserves the right to award contracts to the lowest responsible bidder meeting specifications on an item-by-item basis or by total bid, and may terminate for convenience with sixty days' notice or for default with thirty days' notice. No specific budget range or incumbent vendors are identified in the solicitation documents, and pricing is firm and fixed with no escalation authorized without written confirmation from the contracting agent.
