About this file

This document outlines the Joint Venture and Set-Aside Program for Bergen County, New Jersey, establishing the county's commitment to economic inclusion and qualified business participation in procurement opportunities. The program applies to construction, architecture, engineering, professional services, and goods and services contracts. Bergen County's purchasing process operates through the Bergen County Purchasing portal at www.bergenbids.com, where businesses must register to receive notifications of opportunities, download specifications, and track awards. The related contract opportunity, BC-BID-26-26, seeks to establish a twelve-month contract from July 1, 2025 through June 30, 2026 with various vendors to supply roadway repair materials and products including bituminous concrete, roadway patch materials, catch basin casings and covers, manhole frames and covers, asphalt solvents, roadway plates, masonry materials, and precast concrete inlets and trenches for the Bergen County Department of Public Works and registered NJ Cooperative Purchasing Alliance members.

The set-aside program qualifies businesses certified as Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), Veteran Business Enterprises (VBE), or Small Business Enterprises (SBE), provided they are independently owned and operated with principal places of business in New Jersey and meet specific ownership requirements under N.J.S.A. 40A:11-25. Eligible certifications are obtained from the State of New Jersey Department of Treasury, Port Authority of New York and New Jersey, NJ Transit, the United States Small Business Administration, or the United States Department of Veteran Affairs. Vendors must register on the Bergen County portal, upload a New Jersey Business Registration Certificate, and identify their certification category if applicable. Interested parties may contact Glen Gardner at agardner@co.bergen.nj.us or (201) 336-7112 for certification guidance and to learn more about participation advantages.
