About this opportunity

Collin County is soliciting bids on various liquid asphalt products for road construction and maintenance under IFB 2026-277, with bids due July 16, 2026 at 2:00 p.m. and contract commencement July 11, 2026. All materials must comply with Item #300, Asphalt, Oils, and Emulsions, in the 2024 Edition of Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges.

The scope encompasses eleven asphalt product types: CRS-1, CRS-1P, CRS-2P, CSS-1, MC-250, MC-30, MC-3000, MC-800, RC-250, RC-3000, RC-800, and ROC (Road Over Coat). Estimated quantities range from 500 to 8,000 gallons per product type. Bidders must submit separate pricing for both delivered and pickup options. Approximately 95 percent of materials will be vendor-delivered to designated county locations; for the 5 percent available for pickup, the county will calculate roundtrip mileage from the McKinney Stockpile (4361 North Central Expressway, McKinney, TX 75071) to the bidder's plant and apply the current IRS mileage rate. All delivery and freight charges must be included in the bid price with no additional fees permitted.

The vendor must deliver within 24 hours of receiving a purchase order, Monday through Friday between 7:00 a.m. and 3:00 p.m., and must include two hours of demurrage with delivery. Vendors must carry comprehensive commercial general liability insurance with a $2 million general aggregate, workers' compensation, and commercial automobile liability with a $1 million combined single limit, naming Collin County as an additional insured.

The estimated annual contract value is $100,000, though actual usage may vary. The contract term runs one year through July 10, 2027, with options to renew for three additional one-year terms upon mutual agreement. Price redetermination is permitted annually based on the Producer Price Index for Emulsified Asphalt or documented cost adjustments. Collin County reserves the right to award by line item or category and to make primary and secondary awards. Bidders must provide references demonstrating past experience with similar liquid asphalt supply contracts. Bids are submitted electronically through OpenGov at https://procurement.opengov.com/portal/collincountytx. Vendors must complete a Recycled Material Content Questionnaire and Affidavit, Form W-9, and a Texas Ethics Commission Conflict of Interest Questionnaire.
