About this opportunity
The County of Orange Probation Department in California is requesting proposals for a Risk-Needs Assessment System serving juvenile and adult populations, with proposals due July 14, 2026 at 3:00 p.m. and questions due June 30, 2026 at 3:00 p.m. OCLSB and DVBE certified businesses receive preferential scoring adjustments of 5% to 8% as applicable.
Respondents must demonstrate a minimum five consecutive years of recent experience developing, implementing, and supporting risk-needs integration systems, similar project experience with at least three public agencies, and a fully functioning, demonstrated product. The system must be validated and evidence-based, comply with CLETS PPP policies and FBI CJIS Security Policy requirements, and if cloud-hosted, obtain FedRAMP authorization. The platform must integrate with the County's case management system (ICMS) and provide assessment tools, reporting capabilities, comprehensive staff training, implementation services, and ongoing technical support.
Pricing is structured in three phases: Phase One (instrument development and proxy model build), Phase Two (platform configuration, integration, and training), and Phase Three (operational go-live and performance validation), plus separate training costs for virtual and in-person staff training, train-the-trainer sessions, and curriculum materials. Annual charges cover licensing, support, and maintenance fees for a five-year period. The County intends to complete full system integration and training within approximately nine months of contract award.
Evaluation occurs across three phases: written response (500 points maximum), presentation and interview (400 points maximum), and cost proposal (100 points maximum). Proposals must be submitted electronically through the County's eProcurement Portal only; facsimile and email submissions are not accepted. Respondents must obtain a D-U-N-S number and UEI number prior to contract award and submit W-9/W-8 forms, campaign contribution disclosures, and debarment certifications. Proposal responses must remain valid for at least 365 calendar days from the closing date.
