About this opportunity

The West Virginia Lottery Commission is requesting proposals for a Modern Retail Central Gaming System Solution with proposals due January 14, 2027, and technical questions due November 5, 2026, at 10:00 a.m. ET. A mandatory pre-bid meeting is required for all vendors submitting bids. The system is scheduled to go live July 1, 2028.

The scope encompasses a full turnkey central gaming system to warehouse, distribute, sell, account, monitor, and operate traditional retail lottery games across approximately 1,500 licensed retailers statewide. The system must support Scratch-Off instant tickets, daily draw games (Daily 3, Daily 4), fixed-jackpot games (Cash 25), high-frequency games (Keno Go, CA$H POP), and multi-state games (Powerball, Mega Millions, Lotto America, Millionaire for Life). All equipment and software—including retailer terminal units, digital menu boards, ticket self-checker units, wireless mobile terminals, self-service terminals, digital jackpot displays, and cash drawers—must be included in base compensation. The system must process approximately $224 million in annual retail sales, maintain real-time transaction validation and liability accounting, enforce strict draw cut-off times, support geographic variability across rural and urban retailers, and accommodate peak transaction volumes at 150 percent of historical maximums. The platform must also integrate with the Lottery's separate iLottery digital channel to support cross-channel features such as remote wallet claiming of Scratch-Off prizes up to $25,000 and digital coupon redemption at retail, while maintaining strict separation of duties and system-of-record authority between channels.

Pricing is structured as a percentage of daily net revenue (draw-based sales less voids and cancellations plus Scratch-Off sales less returns, minus promotional items). Bidders must complete Exhibit A Cost Sheet and assume annual sales of $215 million for pricing calculations. The vendor must provide a Fixed Hourly Rate for enhancements beyond the RFP scope, evaluated on a 40-hour block basis.

The incumbent is Brightstar Lottery (formerly IGT). Bidders must post a $100,000 bid bond, maintain $5,000,000 in Errors & Omissions coverage, provide a $1,000,000 fidelity bond, and undergo criminal background investigations. Liquidated damages include up to $100,000 per day for missed implementation deadlines and $5 per terminal per minute for degraded performance.
