About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of Alcoholic Beverages and Lottery Operations is requesting proposals for a comprehensive Lottery Gaming System and Instant Ticket Printing solution under RFP 202512163, with proposals due December 18, 2026 and a ten-year contract period running July 1, 2028 through June 30, 2038. A critical eligibility requirement mandates that all bidders must have at least one current North American State and Provincial Lottery Association (NASPL) client to whom they have supplied a complete lottery gaming system including central systems, retailer terminals, retailer network infrastructure, and operations services supporting both instant and draw games — this is a hard gate for bidder participation.
The scope encompasses replacement of approximately 1,200 existing retailer terminals with new hardware, central configuration systems with primary and backup data centers, point-of-sale terminals, full-service vending machines, draw kiosks, self-service vending terminals (minimum 300 units), barcode readers, printers, player displays, communications network infrastructure, software controls, instant ticket printing, warehousing and distribution, marketing and sales support services. The system must achieve 99.8% availability, support a minimum of 1,500 terminals expandable to 3,500, and process 66,000 sales transactions per minute with zero-data-loss disaster recovery. All hardware must be new and unused with FCC, OSHA, and UL safety certifications and SOC 2 Type 2 audit results. Network communications must use TLS 1.3 or higher encryption and comply with MUSL and WLA security standards. Vendor facilities must be fully built-out at no cost to the Lottery, with all operational staff residing in Maine.
The RFP anticipates one award and includes optional offerings such as cashless terminals, draw-only kiosks, and back-office integration that bidders may propose. The contract includes three optional two-year renewal periods through June 30, 2044. Liquidated damages provisions apply across multiple performance categories, including up to $50,000 per day for production delays, up to $1,000 per minute for unavailability beyond three minutes daily, and $2,500 per compromised record (minimum $10,000, maximum $100,000 per cyber breach). Questions are due in two rounds: October 16, 2026 and November 13, 2026. Physical submissions of retailer terminals are due February 1, 2027.
