About this file
This is a Cost Sheet exhibit (Exhibit A) for a Request for Proposal (RFP) issued by the West Virginia Lottery for a Modern Retail Central Gaming System Solution. The document establishes the bidding framework for evaluating vendor proposals related to the procurement and operation of a lottery gaming system.
The cost submission structure consists of two primary components: a Base Cost for System Use, Operations and Services, and a Fixed Hourly Rate for Enhancements. The Base Cost is calculated as a percentage fee applied to Net Sales, defined as Draw-Based Sales minus voids and cancellations plus Scratch-off Sales minus returns, further reduced by promotional deductions. Bidders must convert their proposed percentage fee to a dollar amount by multiplying against an assumed annual sales figure of $215 million, representing the estimated total traditional lottery annual sales based on FY 2027 projections. The Fixed Hourly Rate applies exclusively to enhancement services beyond the RFP scope that directly improve system sales functionality and remains constant throughout the contract term. The hourly rate evaluation is based on a 40-hour block used for comparison purposes only, with the noted caveat that this estimated volume represents anticipated purchases with no guarantee of future contract utilization. All cost information must be submitted in a separate sealed envelope clearly marked "COST" to maintain bid confidentiality during the evaluation process.
