About this file
This is an appendix document from the West Virginia Lottery's RFP for a Lottery Modern Retail Central Gaming System Solution, outlining the agency's strategic vision for integrating iLottery capabilities with traditional retail lottery operations. The West Virginia Lottery seeks to position iLottery as a complementary sales channel that enhances rather than replaces the retail lottery experience, with the successful vendor expected to support future enhancements throughout the contract term. The scope includes developing a comprehensive loyalty program that rewards eligible retail purchases and promotional participation, implementing interactive retail ticket challenges designed to encourage players to explore multiple games and increase retail participation, and enabling digital engagement features such as push notifications, personalized game recommendations, jackpot reminders, and promotional communications. The loyalty program will track eligible Scratch-Offs and Draw-Based Games purchases, support Second Chance promotions, and offer personalized rewards and bonus point promotions. Retail ticket challenges may include purchasing multiple price points within game families, completing themed collections, participating in seasonal challenges, visiting multiple retailers, and completing retailer-specific campaigns.
The document establishes the West Virginia Lottery's commitment to leveraging digital platforms to drive incremental retail sales through features including QR codes and promotional codes on eligible tickets, mobile application messaging, push notifications for new product launches, and jackpot and drawing reminders. The iLottery contract vendor will be responsible for managing the integration of digital and retail loyalty initiatives, future program enhancements, and the technological infrastructure supporting player engagement across both channels. No specific pricing, funding amounts, or contract term details are provided in this appendix; however, the document indicates the Lottery anticipates expanding iLottery capabilities throughout the contract term and expects the vendor to support ongoing innovations that strengthen the retail and digital product relationship.
