About this opportunity
The Massachusetts Bay Transportation Authority (MBTA) is requesting proposals for removal, transportation, and disposal of hazardous waste and materials across MBTA properties in the Great Boston Metropolitan area and Southeastern Massachusetts under RFP 63-26, with proposals due June 19, 2026 at 2:00 p.m. Eastern Time.
The scope encompasses both Emergency Response services available 24/7 with a two-hour response time and Scheduled Services during normal business hours. Services cover petroleum products, antifreeze, PCBs, elevator and escalator materials, and miscellaneous hazardous and non-hazardous waste streams at 28 designated bus garages, carhouses, rail yards, repair shops, and support buildings across Massachusetts, plus emergency response at any MBTA-owned or operated location including train rights-of-way, bus routes, and stations. The contractor must furnish all labor, equipment, and transportation, including material transport trucks, vacuum trucks with minimum 750 CFM capacity, vactor-type trucks with minimum 6,000 CFM capacity, and personnel with current HAZWOPER training and CDL licenses with hazardous materials endorsements.
The MBTA anticipates awarding a four-year contract with two optional one-year renewal periods, with service start August 1, 2026. Pricing shall be submitted on a rate contract basis with firm fixed unit costs for specified waste disposal categories (oil-based paint, latex paint, mineral spirits, flammable liquids, grease buckets, expired paint containers, aerosol cans, and other materials), with separate pricing for Years 1–3 of the base period and optional renewal years. All quoted prices must be inclusive of labor, equipment, transportation, and testing costs.
Evaluation criteria are technical qualifications (40% weight), supplier diversity goals (25% weight), and price competitiveness, with award on a best-value basis. The MBTA reserves the right to award to one or multiple contractors. The pre-bid conference is June 2, 2026; questions are due June 5, 2026. Contract execution is estimated for June 30, 2026. The contractor must comply with 310 CMR 30.000, 310 CMR 40.00, and EPA regulations.
