About this file
This addendum to RFP 63-26, issued by the Massachusetts Bay Transportation Authority (MBTA), revises the procurement schedule for management, removal, transportation, and disposal of hazardous waste and materials and emergency response services. The RFP was originally issued on May 27, 2026, with a pre-bid conference held on June 2, 2026. The amended response due date for bidder RFP submissions is June 24, 2026 at 2:00 p.m. Eastern Time, with contract execution estimated for June 30, 2026 and service commencement on August 1, 2026. The bidder question submission deadline is June 5, 2026 at 2:00 p.m., with official answers published by June 10, 2026 at 2:00 p.m. via the COMMBUYS Q&A portal. The contract will cover hazardous waste removal and disposal services across 28 designated MBTA facilities in the Great Boston Metropolitan area and Southeastern Massachusetts, as well as 24/7 emergency response services throughout all MBTA-owned or operated locations.
The MBTA anticipates awarding a four-year base contract with two optional one-year renewal periods on a best-value basis, with the authority reserving the right to award to one or multiple contractors. Pricing shall be submitted on a rate contract basis with firm fixed unit costs for specified waste disposal categories, including separate pricing for Years 1–3 of the base period and optional renewal years. All quoted prices must be inclusive of labor, equipment, transportation, and testing costs. Contractors must possess current HAZWOPER training and Commercial Driver's Licenses with hazardous materials endorsements, and must furnish all required equipment, including material transport trucks and vacuum equipment meeting specified CFM capacity minimums. Evaluation criteria include technical qualifications (40% weight), supplier diversity goals (25% weight), and price competitiveness. All contractors must comply with 310 CMR 30.000, 310 CMR 40.00, and applicable EPA regulations.
