About this file

This is a Form D Pricing Response document for RFP 63-26 submitted to the Massachusetts Bay Transportation Authority (MBTA) for the removal, transportation, and disposal of hazardous waste and materials across MBTA properties in the Great Boston Metropolitan area and Southeastern Massachusetts. The scope of work encompasses both emergency response services available 24/7 with a two-hour response time and scheduled services during normal business hours for petroleum products, antifreeze, PCBs, elevator and escalator materials, and miscellaneous hazardous waste streams at 28 designated MBTA facilities. The RFP solicits proposals for a four-year base contract with two optional one-year renewal periods, with service commencement on August 1, 2026. The pre-bid conference is scheduled for June 2, 2026, with written questions due June 5, 2026, and proposals due June 19, 2026 at 2:00 p.m. Eastern Time. Contract execution is estimated for June 30, 2026.

Bidders are required to submit firm fixed unit costs for eight material disposal categories, including oil-based paint, latex-based paint, mineral spirits/lacquer thinner, waste flammable liquids, grease buckets, expired paint containers, and aerosol deflator waste, with separate pricing for Years 1 through 3 of the base contract period and optional renewal years. All quoted prices must be inclusive of labor, tooling, equipment, transportation costs, customs, duty charges, and other associated costs. The MBTA reserves the right to reject any bid with blank line items and may increase or decrease quantities up to 125 percent of the base contract sum without change to the unit price. The pricing form contains built-in formulas in certain cells to calculate bid prices, while other cells allow bidders to account for total estimated annual quantities and units. Contingency work is used at the MBTA's sole discretion for unforeseen conditions and requires contractor proposals for approval by the MBTA representative.

Line Item Notes:
Notes:
1. PCB materials largely includes various materials located at the Cabot RTL Red Line Maintenance Facility, which operates under a Long-Term Maintenance and Monitoring Plan mandated by TSCA.
Materials requiring disposal as PCB waste generally includes wash water generated from the floor scrubbers, vacuum waste (debris, bags and filters) and rags. Other PCB liquids and solids
may also be generated at other MBTA locations.
2. Sludge includes, but is not limited to, sludge collected in wash alley and fuel alley trenches and other drainage systems (floor drains, oil/water separators, trenches) at maintenance facilities,
elevator pits and escalator pits at service stations, pits at maintenance facilities and electric manholes.
3. Oily water includes, but is not limited to, oil/water mixture from elevator pits and escalator pits at the service stations, flooded pits at maintenance facilities, electric manholes, pump stations
and oil/water separators throughout the system.
4. The above listed quantities are an estimate only; the MBTA does not guarantee any of these quantities. The estimate may change based on the procurement of new vehicles, facility
improvements, allocated funds and other unforseen circumstances.
5. The cost for all administrative efforts should be included.
