About this file

This is an addendum to RFP 63-26 issued by the Massachusetts Bay Transportation Authority (MBTA) regarding management, removal, transportation, and disposal of hazardous waste and materials and emergency response services. Addendum 3, dated June 22, 2026, amends Form D – Pricing Response for the second time. Bidders are required to submit their pricing using the "Second Amended Form D Pricing Response" form, while all other terms and conditions of RFP 63-26 remain in effect. The underlying RFP solicits proposals for comprehensive hazardous waste removal services across MBTA properties in the Great Boston Metropolitan area and Southeastern Massachusetts, encompassing both emergency response services available 24/7 with a two-hour response time and scheduled services during normal business hours. Services cover petroleum products, antifreeze, PCBs, elevator and escalator materials, and miscellaneous hazardous and non-hazardous waste streams at 28 designated facilities including bus garages, carhouses, rail yards, and repair shops, with emergency response available at any MBTA-owned or operated location. The original proposal deadline was June 19, 2026 at 2:00 p.m. Eastern Time, with a pre-bid conference held on June 2, 2026 and questions due June 5, 2026. Contract execution was estimated for June 30, 2026, with a service start date of August 1, 2026.

The MBTA anticipates awarding a four-year base contract with two optional one-year renewal periods on a best-value basis considering technical qualifications (40% weight), supplier diversity goals (25% weight), and price competitiveness. Pricing shall be submitted on a rate contract basis with firm fixed unit costs for specified waste disposal categories including oil-based paint, latex paint, mineral spirits, flammable liquids, grease buckets, expired paint containers, aerosol cans, and other materials, with separate pricing for Years 1-3 of the base period and optional renewal years. All quoted prices must be inclusive of labor, equipment, transportation, and testing costs. The contractor must furnish all necessary labor, equipment, and transportation, including material transport trucks, vacuum trucks with minimum 750 CFM capacity, vactor-type trucks with minimum 6,000 CFM capacity, and personnel with current HAZWOPER training and CDL licenses with hazardous materials endorsements. The MBTA reserves the right to award to one or multiple contractors and compliance with 310 CMR 30.000, 310 CMR 40.00, and EPA regulations is required.
