About this file

This is a Safety Data Sheet (SDS) for Dolphon CC-1105 Polyester Resin, a product relevant to the Massachusetts Bay Transportation Authority's (MBTA) RFP 63-26 for removal and disposal of hazardous waste and materials. The MBTA issued this RFP to solicit proposals for comprehensive hazardous waste management services across 28 designated MBTA facilities in the Great Boston Metropolitan area and Southeastern Massachusetts, with proposals due June 19, 2026 at 2:00 p.m. Eastern Time. The scope encompasses both emergency response services available 24/7 with a two-hour response time and scheduled services during normal business hours, covering petroleum products, antifreeze, PCBs, elevator and escalator materials, and miscellaneous hazardous waste streams. The contractor must provide all labor, equipment, and transportation, including material transport trucks, vacuum trucks with minimum 750 CFM capacity, vactor-type trucks with minimum 6,000 CFM capacity, and personnel with current HAZWOPER training and CDL licenses with hazardous materials endorsements. The pre-bid conference is scheduled for June 2, 2026, with questions due June 5, 2026, and contract execution estimated for June 30, 2026, with service start on August 1, 2026.

The MBTA anticipates awarding a four-year contract with two optional one-year renewal periods on a best-value basis. Pricing shall be submitted on a rate contract basis with firm fixed unit costs for specified waste disposal categories including oil-based paint, latex paint, mineral spirits, flammable liquids, grease buckets, expired paint containers, aerosol cans, and other materials, with separate pricing for Years 1-3 of the base period and optional renewal years. All quoted prices must be inclusive of labor, equipment, transportation, and testing costs. Evaluation criteria weight technical qualifications at 40 percent, supplier diversity goals at 25 percent, and price competitiveness, with the MBTA reserving the right to award to one or multiple contractors. The contractor must comply with 310 CMR 30.000, 310 CMR 40.00, and applicable EPA regulations.
