About this file

This is an addendum issued by the Massachusetts Bay Transportation Authority (MBTA) to amend the pricing submission requirements for RFP 63-26, which solicits management, removal, transportation, and disposal of hazardous waste and materials along with emergency response services. The addendum, issued June 9, 2026, directs all bidders to use the Amended Form D Pricing Response for their bid submissions, while all other terms and conditions of the original RFP remain in effect. The original RFP requires proposals by June 19, 2026 at 2:00 p.m. Eastern Time for hazardous waste removal and disposal services across 28 designated MBTA facilities in the Great Boston Metropolitan area and Southeastern Massachusetts, with emergency response services available 24/7 with a two-hour response time. The contract is anticipated to begin August 1, 2026, and will be awarded for a four-year base period with two optional one-year renewal periods on a best-value basis.

Pricing shall be submitted on a rate contract basis with firm fixed unit costs for specified waste disposal categories including oil-based paint, latex paint, mineral spirits, flammable liquids, grease buckets, expired paint containers, aerosol cans, and other materials, with separate pricing provided for Years 1-3 of the base period and optional renewal years. All quoted prices must be inclusive of labor, equipment, transportation, and testing costs. The contractor must furnish all necessary labor and equipment, including material transport trucks, vacuum trucks with minimum 750 CFM capacity, and vactor-type trucks with minimum 6,000 CFM capacity, with personnel holding current HAZWOPER training and CDL licenses with hazardous materials endorsements. Evaluation criteria are technical qualifications weighted at 40 percent, supplier diversity goals at 25 percent, and price competitiveness, with the MBTA reserving the right to award to one or multiple contractors.
