About this file

This is an addendum to a Request for Proposals issued by the Massachusetts Bay Transportation Authority (MBTA) for management, removal, transportation, and disposal of hazardous waste and materials and emergency response services. The addendum amends the RFP schedule with updated timelines for procurement activities. The pre-bid conference was held on June 2, 2026, at 10:00 a.m., with the deadline for bidder questions submitted via COMMBUYS Q&A set for June 5, 2026, at 2:00 p.m. Official answers to bidder questions are scheduled to be published on June 10, 2026, at 2:00 p.m. The revised response due date for bidder RFP submittals is June 22, 2026, at 2:00 p.m. Contract execution is estimated for June 30, 2026, with an estimated service start date of August 1, 2026. The MBTA anticipates awarding a four-year base contract with two optional one-year renewal periods.

The scope of services encompasses hazardous waste removal and disposal across MBTA properties in the Great Boston Metropolitan area and Southeastern Massachusetts, including emergency response services available 24/7 with a two-hour response time and scheduled services during normal business hours. Services cover petroleum products, antifreeze, PCBs, elevator and escalator materials, and miscellaneous hazardous waste streams at 28 designated MBTA facilities. Contractors must furnish all labor, equipment, and transportation, including vacuum trucks with minimum 750 CFM capacity and vactor-type trucks with minimum 6,000 CFM capacity, with personnel holding current HAZWOPER training and CDL licenses with hazardous materials endorsements. Pricing shall be submitted on a rate contract basis with firm fixed unit costs for specified waste disposal categories, with separate pricing for Years 1-3 of the base period and optional renewal years. Evaluation criteria include technical qualifications (40% weight), supplier diversity goals (25% weight), and price competitiveness, with award on a best-value basis.
