About this file

This is an Amended Form D Pricing Response document for RFP 63-26, issued by the Massachusetts Bay Transportation Authority (MBTA) for the removal, transportation, and disposal of hazardous waste and materials across MBTA properties in the Great Boston Metropolitan area and Southeastern Massachusetts. The RFP encompasses both emergency response services available 24/7 with a two-hour response time and scheduled services during normal business hours, covering petroleum products, antifreeze, PCBs, elevator and escalator materials, and miscellaneous hazardous and non-hazardous waste streams at 28 designated MBTA facilities. The pricing form requires bidders to submit firm fixed unit costs for specified waste disposal categories including oil-based paint (10 drums annually), latex-based paint (10 drums), mineral spirits/lacquer thinner (8 drums), waste flammable liquids (4 drums), grease buckets (24 cubic yards), expired paint containers (12 cubic yards), and aerosol deflator waste for both solvent-based and spray paint cans (10 drums each). Proposals were due June 19, 2026, with a pre-bid conference on June 2, 2026, and contract execution estimated for June 30, 2026. The MBTA anticipates awarding a four-year base contract with two optional one-year renewal periods, with service commencement on August 1, 2026.

All quoted prices must be inclusive of ancillary charges including labor, tooling, equipment, transportation costs, customs, duty charges, and other associated charges, with separate pricing required for Years 1 through 4 and optional renewal years. Bidders must complete all individual line items, as the MBTA reserves the right to reject any bid with blank items. The MBTA reserves the right to increase or diminish quantities up to 125 percent of the sum of all unit prices without change to the per-unit cost. Contingencies may be used at the MBTA's sole discretion for conditions not included in the scope of work or unforeseen circumstances, with the contractor submitting a proposal for approval by the MBTA representative; the MBTA retains the right to self-perform contingency work or solicit alternative proposals. Evaluation will be based on technical qualifications (40% weight), supplier diversity goals (25% weight), and price competitiveness, with award on a best-value basis to one or multiple contractors.
