About this opportunity

Butts County Board of Commissioners is requesting proposals under RFP #27-02 for five commercial-grade dual-lift, sit/stand 911 dispatch consoles for its new Emergency Communications facility in Jackson, Georgia, with proposals due November 19, 2026 at 2:00 p.m. No specific set-aside is designated, but small, local, veteran-owned, Disadvantaged Business Enterprise (DBE), and female-owned business enterprises are encouraged to participate. The pre-bid Zoom conference on October 22, 2026 and the question deadline of November 4, 2026 have passed, and the first addendum is to be posted by November 6, 2026 at 4:00 p.m.

The scope covers furnishing, delivery, assembly, installation, testing, and commissioning of four dispatcher stations and one supervisor station. Each station includes one 85-inch center monitor and four 24-inch monitors, two positioned on each side. The dispatch room measures approximately 32 by 40 feet and must support continuous 24-hour, seven-day-per-week Public Safety Answering Point operations. Pricing must be firm and turnkey, including labor, materials, equipment, freight, installation, testing, commissioning, training, warranty, overhead, and profit. The County prefers a minimum five-year warranty on structural components and lift systems. Estimated building completion and installation is April 2027.

Bidders must submit a 5 percent bid bond with their proposal. The successful bidder must provide performance and payment bonds, each equal to 100 percent of the contract amount. Required insurance includes general liability of $1 million combined single limit per occurrence, automobile liability of $1 million combined single limit, and workers' compensation with $1 million limits per employee and policy. Contractors must comply with the Georgia Security and Immigration Compliance Act, register with E-Verify, and provide proof of compliance. The County is tax-exempt and pays Net 30 after receipt of a correct invoice and County acceptance. The County will award to the lowest responsive, responsible bidder, and the contract term will be determined after review of the timeline schedules submitted by the successful bidder.

Evaluation criteria allocate 25 points each to proposed layout and space utilization and to console design and monitor configuration. The remaining 50 points cover technology integration, vendor experience, warranty and service support, price and delivery, and responsiveness to requirements.
