About this opportunity
The Orlando Utilities Commission (OUC) is seeking proposals for post-hire occupational health assessment services through RFP 25 8302 DPS, targeting two potential service delivery models: mobile onsite medical units and a brick-and-mortar medical facility within the Orlando metropolitan area. The procurement covers comprehensive occupational health evaluations for employees across six OUC locations in Florida, including sites in Orlando, St. Cloud, and Titusville. Required services encompass multiple medical assessments such as respirator medical questionnaires, asbestos assessments, quantitative fit tests, electrical resistivity tomography evaluations, and hearing audiometric tests. Proposers must demonstrate at least five years of relevant medical service experience and provide detailed operational capabilities, with OUC reserving the right to award to multiple suppliers. The solicitation requires strict compliance with HIPAA regulations and mandates comprehensive documentation including proof of licensing, insurance, and financial capability. Proposals are due on July 16, 2025, by 2:00 PM EST, with a contract term of three years and potential two additional one-year renewal options. Evaluation criteria will include qualifications, experience, responsiveness, safety programs, financial soundness, and pricing.
The Request for Proposal establishes a Minority/Women-owned Business Enterprise (M/WBE) goal of 0%, indicating no specific set-aside requirements for disadvantaged enterprises. Bidders must submit three client references from the past five years and provide comprehensive details about their organizational structure, including years in business and employee count. The potential award value is substantial, with the pricing schedule for brick-and-mortar services totaling $871,600, and unit prices ranging from $100 for asbestos assessments to $1,000 for quantitative fit tests. Price increases are restricted to a maximum of 3% during potential renewal periods, and invoicing will be based on actual tests completed. The solicitation emphasizes flexibility, allowing suppliers to propose either mobile onsite services, a brick-and-mortar facility, or both, depending on their qualifications. A HIPAA Business Associate Agreement will be required for the selected supplier(s), underscoring the sensitive nature of the employee health information that will be handled throughout the contract period.
