About this file
This is a Bidder Requirements and Qualifications Form for RFP 25 8302 DPS issued by the Orlando Utilities Commission (OUC) for post-hire occupational health assessment services. The RFP seeks qualified suppliers to provide either mobile onsite medical unit services, a brick-and-mortar medical facility located within the Orlando metropolitan area, or both service delivery models. Required services include respirator medical questionnaires, asbestos assessments, quantitative fit tests, electrical resistivity tomography evaluations, and hearing audiometric tests to be conducted at six OUC locations across Florida (Orlando, St. Cloud, and Titusville). Bidders must demonstrate a minimum of five years of relevant medical service experience and possess appropriate state licensing and insurance documentation. The proposal deadline was July 16, 2025, at 2:30 PM EST. The contract term is three years with two optional one-year renewal periods.
Pricing for brick-and-mortar services totals $871,600, with unit prices ranging from $100 for asbestos assessments to $1,000 for quantitative fit tests, with invoicing based on actual tests completed. Price increases during renewal periods are capped at 3%. There is no M/WBE set-aside requirement, with a 0% disadvantaged enterprise goal. OUC reserves the right to award to multiple suppliers if deemed in its best interest. Bidders must submit three client references from the past five years and provide comprehensive organizational documentation including years in business and employee count. A HIPAA Business Associate Agreement is mandatory for the selected supplier(s) to ensure compliance with federal health information privacy regulations.
