About this file

This document is an Addendum (No. 02) issued by the Orlando Utilities Commission (OUC) for Request for Proposal (RFP) 25 8302 regarding Post-Hire Occupational Health Assessment Services. The solicitation deadline remains July 30, 2025, at 2:00 PM EST, with electronic submissions required via Vendorlink.com. The addendum addresses potential vendors' questions about mobile onsite services, testing procedures, and clinic location requirements for occupational health assessments.

The addendum clarifies that mobile suppliers are not expected to attend hiring fairs, and the volume of onsite mobile services will vary based on service days, number of employees, and assessment types. OUC is open to awarding the contract to a brick-and-mortar clinic even if they do not have locations in every requested county, provided the proposer demonstrates a viable service plan. The document outlines the current testing process, which involves predetermined testing dates, randomization of employee selection, and coordination with the selected supplier. OUC is also willing to discuss and align the Post-Hire exam protocol with the most current occupational medicine standards upon contract award.

http://www.ouc.com/ mailto:dsotero@ouc.com

Response 1. a. No, mobile suppliers are not expected to attend hiring fairs to perform Post-Hire exams.

b. The expected volume for onsite mobile services will depend on the number of onsite service days, the number of employees scheduled for assessment, and the type of assessment required.

c. Predetermined testing dates are established with the approved supplier. OUC personnel identify the testing site and determine which safety-sensitive and CDL employees are eligible based on business unit assignments. A list of eligible employees is provided to the supplier for randomization. The randomized list is returned to OUC before the test date. On the day of testing, program and test administrators arrive at the predetermined time to set up and conduct testing. OUC notifies selected employees through their supervisors or managers, and employees report to the designated site for testing.

i. Yes, the supplier is notified of random tests in advance. Testing is coordinated weeks ahead based on agreed-upon dates, employee shifts, and site-specific requirements.

ii. The agreeable arrival time for reasonable suspicion testing will be determined in coordination with the selected supplier.

Question 2. “Will OUC award a brick-and-mortar clinic if they are not in every County requested?”

Response 2. Yes, OUC may award to a brick-and-mortar clinic even if the clinic does not have locations in every County requested, provided the proposer demonstrates a viable plan to meet the service requirements across all specified Counties.

Question 3. “If awarded, will OUC agree to discuss the Post-Hire exam protocol to make sure OUC is up to date on the most appropriate occupational medicine standards?”

Response 3. Yes, if awarded, OUC will agree to discuss the Post-Hire exam protocol to ensure alignment with the most current and appropriate occupational medicine standards.

Note: There shall be no communication between the proposer, their employees or subcontractors concerning this solicitation to anyone within OUC except the buyer of record.
