Summary of Notice of Intent to Award

This is a Notice of Intent to Award issued by the Orlando Utilities Commission (OUC) on October 27, 2025, announcing the apparent awardee for RFP 25 8302 DPS Post-Hire Occupational Health Assessment Services. Adventist Health System Sunbelt, Inc. dba AdventHealth Centra Care has been selected as the apparent awardee for providing post-hire occupational health assessment services. The original solicitation sought proposals for comprehensive occupational health evaluations delivered through either mobile onsite medical units, a brick-and-mortar medical facility in the Orlando metropolitan area, or both service models. The required services encompassed multiple medical assessments including respirator medical questionnaires, asbestos assessments, quantitative fit tests, electrical resistivity tomography evaluations, and hearing audiometric tests for employees across six OUC locations in Florida (Orlando, St. Cloud, and Titusville). The initial proposal due date was July 16, 2025, at 2:00 PM EST, later extended to 2:30 PM EST. The contract term is three years with two potential additional one-year renewal options. OUC reserved the right to award to multiple suppliers if deemed in its best interest.

The Notice of Intent to Award specifies that no legal or equitable rights exist for the apparent awardee until a fully executed contract is completed with acceptable terms and conditions. Should the apparent successful supplier fail to negotiate and execute a contract, OUC reserves the right to revoke the award and award the contract to the next highest-ranked supplier or withdraw the RFP entirely. The notice further reserves OUC's right to cancel the Notice of Intent to Award at any time prior to written contract execution. All correspondence regarding the award should be directed to Dom P. Sotero, Senior Buyer, Supply Chain Management, at dsotero@ouc.com. The pricing schedule for brick-and-mortar services totaled $871,600, with unit prices ranging from $100 for asbestos assessments to $1,000 for quantitative fit tests, and price increases restricted to a maximum of 3% during renewal periods.
