About this opportunity
The Oregon Department of Housing and Community Services is requesting applications to establish a pool of approved mortgage lenders for the FLEX Lending Program under RFA 9305, with applications due July 7, 2026 at 4:00 PM Pacific Time and a pre-application conference on June 30, 2026. The Department intends to award up to 100 agreements with mortgage lenders to originate and deliver mortgages, including Ginnie Mae mortgages (FHA-insured, VA-guaranteed, USDA-RD guaranteed, and Section 184 guaranteed) and conventional mortgages conforming to Fannie Mae or Freddie Mac guidelines, often in combination with second lien mortgages.
Applicants must maintain at least one staffed office in Oregon or within 50 miles of the Oregon border and hold all necessary state and NMLS licensing. Key personnel—ownership (greater than 10%), President/CEO, CFO, Chief Legal Officer, and senior managers overseeing underwriting and production—must each have a minimum of five years of industry experience. Required insurance includes Errors & Omissions coverage of $1 million per occurrence with annual aggregate limit of no less than $2 million; Fidelity Bond with at least $300,000 investor loss coverage; Workers Compensation of not less than $500,000; and Commercial General Liability of $1 million per occurrence with the Department named as an additional insured.
Applicants must submit a non-refundable application fee of $1,500 upon initial application and $1,000 annually for agreement renewal. The initial agreement term is one year, with automatic renewal for up to nine additional successive one-year periods, contingent upon annual fee payments and submission of financial statements and documentation confirming continued compliance. Applicants who previously qualified under RFA 7385 (issued November 17, 2022) will automatically qualify upon submitting certification that they continue to meet all requirements.
Evaluation is pass/fail on minimum qualifications and required documentation responsiveness. Geographic coverage throughout Oregon is desired; the Department may limit the number of lenders per county based on market conditions. A public opening will not be held.
