About this file

This is an application package for Request for Applications (RFA) #9305 issued by the Oregon Housing & Community Services (OHCS) for the FLEX Lending Program, which seeks to approve qualified mortgage lenders to originate and sell loans to OHCS. The RFA establishes criteria and requirements for lenders applying to become authorized Flex lenders within Oregon. Applicants must submit completed application packets via email to OHCS.Contracts@HCS.Oregon.gov or by mail to the OHCS office in Salem, Oregon. The application package includes a cover page, submission checklist, corporate resolution, authorization forms, power of attorney documents, application certification, Bank Secrecy Act/Anti-Money Laundering certification, website access administrator agreement, tax affidavits, and affiliate questionnaires. No specific response deadline or award date is provided in the application package materials; however, the document references 2026.06 dating, suggesting updates through June 2026. Originating staff must be located in Oregon or within 50 miles of the Oregon border.

The application requires submission of extensive documentation including two years of audited financial statements, copies of current business registry information from the Oregon Secretary of State, agency approval letters from FNMA, FHLMC, FHA, VA, USDA, and GNMA, mortgage insurance company delegation letters, quality control policies and procedures with the most recent two months of post-closing audit reports, warehouse line of credit verification, and proof of specific insurance coverages. Required insurance includes Errors & Omissions coverage of $1,000,000 per occurrence with an annual aggregate limit of no less than $2,000,000, Fidelity Bond with at least $300,000 investor loss coverage, Workers Compensation of not less than $500,000, and Commercial General Liability of $1,000,000 per occurrence with OHCS named as an additional insured. Applicants must also disclose any legal actions, repurchases, indemnifications, and conflicts of interest. Incomplete applications will not be considered for approval. The program does not establish specific pricing or set-asides but requires lenders to comply with all terms and conditions of the Mortgage Loan Purchase Agreement and follow all standards set forth in the Program Documents.
