About this opportunity

The Pinellas County School District is soliciting electronic bids for a comprehensive resurfacing, resealing, and restriping contract through Invitation to Bid #25-CD-051, covering countywide facilities improvements. The procurement seeks a qualified paving or general contractor to provide labor, materials, equipment, and supervision for asphalt pavement resurfacing, repairs, removals, replacements, pavement marking, coal tar emulsion sealing, and miscellaneous site improvements. Bidders must demonstrate five years of continuous business operation, comply with Florida Department of Transportation specifications, and use specific materials like Type S-3 Asphaltic Concrete. The bid evaluation will utilize a point-based scoring system considering factors such as previous district work experience, customer references, local location, unit pricing, and hourly rates. A mandatory pre-bid conference is scheduled for May 6, 2025, at 9:00 am, with electronic bids due by 3:00 pm on May 19, 2025, through the district's OpenGov Procurement portal. Contractors must register on the e-Procurement system and will be automatically notified of any addenda or updates.

The district will award the contract to a maximum of two contractors within a 70-mile radius of the PCS District Office, with the contract period running from June 24, 2025, to June 24, 2026, and options to renew for two additional one-year periods. While no specific disadvantaged enterprise set-asides are mentioned, contractors must verify employment status through E-Verify and meet stringent insurance requirements, including General Liability Insurance with $1,000,000 per occurrence and Workers' Compensation coverage. Bidders must provide certificates of insurance with the School Board of Pinellas County listed as an additional insured and submit a bond equal to 1% of the total estimated contract value when filing any protests. The estimated contract value is approximately $700,000, excluding potential renewal options, with pricing subject to potential escalation or de-escalation based on the Consumer Price Index, limited to the previous year's percentage change. Interested contractors must provide comprehensive documentation, including business and key personnel resumes, and be prepared for potential pre-award discussions and qualification investigations.
