About this file

This is a Pricing Proposal Form for the Pinellas County School District (PCSB) soliciting bids for resurfacing, resealing, and restriping services. The electronic bid is due by 3:00 pm on Monday, May 19, 2025, and must be submitted through the District's e-Procurement Portal. The comprehensive bid package includes detailed unit pricing for various services such as sealing, asphalt work, striping, milling, and miscellaneous site improvements. The proposal requires bidders to provide specific equipment inventory, unit prices for multiple categories of work, and complete a sample work scenario to demonstrate pricing.

The pricing proposal includes a complex scoring system with 275 possible points, evaluating factors such as previous PCSB work experience, customer references, local location, unit pricing across different service categories, and hourly rates for labor and supervision. A unique feature of the proposal is a one-time 2% remobilization fee for phased projects, which will be determined at the owner's discretion. All equipment must be owned by the bidding entity at the time of bid and available for inspection. The unit pricing is intended to be used for projects with a single mobilization and includes all materials, equipment, and labor necessary to complete the project.
