About this opportunity

The Orange County Transportation Authority is requesting quotes for bindery supplies on an as-needed basis with no guarantee of purchase, with quotes due May 20, 2026 and questions due May 1, 2026. All responding firms must certify they are not subject to Ukraine/Russia-related economic sanctions imposed by California or the United States Government under Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065; any individual or entity subject to such sanctions is ineligible to submit a quote.

Bindery supplies will be delivered to the OCTA Print Shop in Orange, California during business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m.). All supplies must be new; refurbished or used items are explicitly prohibited. The Authority's freight elevator has a 4,000-pound capacity and no loading dock is available. The vendor is responsible for delivery and offloading. Invoices must include the contract or purchase order number and order date; miscellaneous items require proper documentation such as supplier catalog pages or invoices verifying discounts or markups. Invoices should be submitted via email to VendorInvoices@octa.net or by mail to the Accounts Payable office.

The budget is $8,000 for a one-year term (July 1, 2026 through June 30, 2027). Prices must be firm-fixed for the entire contract term, incorporating all direct costs, indirect costs, freight, and profit, with no price increases permitted. All price decreases will automatically extend to the Authority. The contractor guarantees that quoted prices are equal to or less than prices quoted to any other local, state, or federal government entity for services of equal or lesser scope.

Award will be made to the lowest responsive and responsible firm on a lump sum basis. Firms must bid all line items in the pricing proposal or be deemed non-responsive and ineligible for award. The Authority reserves the right to make an award without further discussion. The incumbent is United Binding & Laminating under Contract C54041. Contractors must maintain commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation insurance. The Authority will respond to written questions by May 5, 2026 via written addendum.
