About this file

This is a Scope of Work Verification Form from the Orange County Transportation Authority (OCTA) in California for a Request for Quotes (RFQ) regarding bindery supplies. The project involves the procurement of bindery-binding supplies on an as-needed basis with no guarantee of purchase for a one-year term. Written questions, clarifications, or requests for approved equals must be submitted by 4:00 p.m. on May 1, 2026, with the Authority responding by issuing a written addendum no later than May 5, 2026. The award will be made to the lowest, responsive, responsible firm on a lump sum basis, and all responding firms must bid on all line items to be considered responsive for award.

The budget allocated for this effort is $8,000.00 for the one-year contract term. The Scope of Work Verification Form certifies that the specifications were independently prepared to invite competition and do not include unreasonable restrictions or intent to favor any specific vendor or brand product. All participating firms must comply with applicable Equal Employment Opportunity Laws and Regulations and certify that they are not subject to any Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government. The successful firm will be required to comply with all terms and conditions stated in Exhibit C, entitled "Orange County Transportation Authority General Provisions."

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
