About this opportunity
The Orange County Transportation Authority (OCTA) is requesting quotes for miscellaneous signs and banners on an as-needed basis with no guaranteed usage, with quotes due September 3, 2026 at 11:00 a.m. and questions due August 21, 2026 by 4:00 p.m. This is a firm-fixed-price, cost-only procurement with 100% evaluation weight on price; no specialized qualifications or performance criteria differentiate bidders.
The scope covers 153 line items of safety, directional, informational, and wayfinding signage—including stop signs, parking signs, emergency exit signs, and facility identification markers—fabricated from aluminum, plastic, vinyl, PVC, and reflective-sheeting materials. The contractor must possess in-house manufacturing capability and maintain a facility within 50 miles of OCTA Headquarters to provide Will Call pickup service. All work must be performed in-house unless prior written approval is obtained to subcontract. Aluminum signs typically use 0.125-inch material unless otherwise specified; reflective signs must utilize 3M High Intensity Prismatic Reflective Sheeting or OCTA-approved equivalent. OCTA provides artwork and production specifications. The contractor must submit electronic or printed proofs for approval prior to fabrication and deliver completed orders within two weeks of authorized order receipt and final proof approval, with expedited orders accommodated upon request. All products must be new and defect-free; nonconforming items are replaced at no cost to OCTA.
The estimated contract value is $30,000.00 over a three-year term (October 1, 2026 through September 30, 2029), structured as a blanket purchase order with no minimum or maximum order quantities. Pricing must be submitted as fully-burdened unit prices for all 153 line items across all three contract years; failure to quote all items and years results in a non-responsive quote. Prices must remain firm for the entire three-year term with no increases permitted. The contractor must guarantee quoted prices are equal to or less than prices offered to any other local, state, or federal government entity for equal or lesser scope. All price decreases automatically extend to OCTA; the net dollar amount of profit remains fixed with no adjustments permitted that increase profit.
Award will be made to the lowest responsive, responsible firm on a lump sum basis without further discussion. The contractor must maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 general aggregate), Automobile Liability ($2,000,000 combined single limit), California Workers' Compensation, and Employers' Liability ($1,000,000 per accident and per disease) with OCTA designated as additional insured. No prevailing wage, liquidated damages, DBE goals, or retention provisions apply. All firms must certify they are not subject to Ukraine/Russia-related economic sanctions and comply with Equal Employment Opportunity Laws and Regulations. OCTA responses to questions will be issued by addendum no later than August 25, 2026. Award is scheduled for October 1, 2026.
