About this file
This is a Health, Safety and Environmental Specifications exhibit (Exhibit E) for a Request for Quote issued by the Orange County Transportation Authority (OCTA) for Miscellaneous Signs and Banners. The specification document outlines mandatory health, safety, and environmental compliance requirements that all contractors, subcontractors, suppliers, and employees must follow throughout the contract term. The contractor is responsible for complying with all applicable OCTA Health, Safety, and Environmental Compliance (HSEC) requirements, project site requirements, bus yard and rail safety rules, and federal, state, and local regulatory standards. Unsafe acts, serious violations, or non-compliance may result in corrective actions ranging from suspension of work and removal from site to contract termination at the Authority's discretion. The RFQ is for an as-needed supply of miscellaneous signs and banners with no guaranteed usage over a three-year term, with written questions due by 4:00 p.m. on August 21, 2026, and Authority responses to be issued by addendum no later than August 25, 2026.
The budget allocated for this three-year contract is $30,000.00, and the award will be made to the lowest responsive and responsible firm on a lump sum basis without guarantee of further discussion. All contractors must immediately notify the Authority of any incidents including property damage, recordable injuries, illnesses, first aid cases, near-miss incidents, environmental spills or releases, and inspections by outside agencies such as Cal/OSHA, DTSC, SCAQMD, EPA, or FTA. Verbal notification must be followed by a written preliminary incident report within 24 hours, with serious injuries or significant incidents potentially requiring formal investigation and submission. By submitting a quote, firms certify compliance with all applicable Equal Employment Opportunity Laws and Regulations and certify that they are not subject to any Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government.
