About this opportunity
The County of Orange County Executive Office - Procurement and Contract Services is soliciting proposals for rental haul trucks with operator services via RFP, with proposals due July 10, 2026 at 2:00 p.m. and questions due June 19, 2026 at 2:00 p.m. Certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) respondents receive a 5 percent preference on total cost score, or 8 percent if certified as both.
Respondents must demonstrate a minimum fleet capacity of 30 trucks across nine equipment categories — 10-wheel dump trucks, super tens, 20-yard end dumps, 4K and 2K water trucks, mechanical and vacuum street sweepers, roll-off trucks, and tractor trailers with walking floors — all with operators. The County seeks 24-hour, 7-day-a-week availability, including emergency response, to support 22 departments and over 100 locations. Materials hauled include dirt, silt, rocks, and recyclables to and from flood control channels, basins, landfills, and road maintenance sites. All vehicles must comply with California Department of Motor Vehicles, CalOSHA, and AQMD regulations. Respondents must provide valid California Commercial Driver's Licenses and Medical Examiner's Certificates for all operators and a surety bond of at least $15,000.
The contract is a firm fixed-fee arrangement with a five-year term from execution. Prevailing wage requirements apply under California Labor Code Section 1773 et seq. Pricing includes hourly rates for the nine equipment categories, overtime, holiday rates, and any brokerage or administrative fees as flat dollar amounts per truck per hour. Labor is billed on actual on-site time, not portal-to-portal, rounded to the nearest quarter hour. No price increases are permitted during the first contract year; subsequent increases require documented proof of cost with 30 days' advance notice. The contractor guarantees pricing equal to or less than that offered to other local, state, or federal entities. Payment is net thirty days in arrears.
Evaluation consists of Phase 1 written response (500 points), Phase 2 presentation/interview (400 points), and Phase 3 cost proposal (100 points). A mandatory pre-submittal meeting and site visit is scheduled for June 5, 2026 at 4:00 p.m. All proposals must be submitted electronically via the County's eProcurement Portal; facsimile and email submissions are not accepted. Respondents must complete the Equipment Availability Exhibit documenting fleet capacity and identifying any subcontractor or brokerage partners.
