About this opportunity

The Connecticut Department of Transportation is requesting bids on the rehabilitation of Bridge No. 02150 carrying Route 15 over Freeman Brook in the Town of Stratford under ITB 0138-0252, with bids due October 28, 2026, at 2:00 p.m. EDT via Bid Express. A 12% DBE participation goal and 12% SBE set-aside requirement apply — both trigger commitment or good-faith-effort submissions within five calendar days after bid opening.

The scope encompasses comprehensive rehabilitation of a 10-foot by 8-foot reinforced concrete box culvert serving approximately 80,000 daily vehicles, including cleaning and concrete repair to walls, slabs, wingwalls, and footings; crack sealing and curtain wall sealing; 4-inch cast-in-place concrete overlay on the culvert invert; installation of new sanitary sewer (75.88 linear feet of 15-inch SDR-35 PVC pipe with three precast 48-inch reinforced concrete manholes replacing existing asbestos cement pipe); storm drainage system with headwalls and riprap; concrete retaining wall construction; temporary water handling systems with cofferdam and earth retaining systems; temporary sanitary sewer bypass system rated at peak flows of 1,125,000 gallons per day; permanent and temporary access roads; and wetland and upland site restoration including invasive vegetation removal and native plantings. The project addresses poor culvert condition with variable-depth patching, overhead spalling removal, and wingwall repairs. Hydraulic design is based on a 50-year flood frequency with 295 cubic feet per second discharge. Concrete strength requirements are 4,000 PSI for culvert and wingwall repairs and 3,000 PSI for culvert slab repairs. Work must comply with AASHTO LRFD Bridge Design Specifications (Tenth Edition 2024), CTDOT Standard Specifications for Roads, Bridges, and Facilities, and Supplemental Specifications dated January 2026. Environmental restrictions include in-stream work limited to June 1 through September 30; tree trimming and removal restrictions from April 15 through October 31 for endangered species protection; and wetland and floodplain coordination. One asbestos-containing material (ACM) was identified — suspect asbestos pipe coating on an overflow pipe tested positive for 25% chrysotile asbestos and requires abatement. The bridge structure exhibits minor Art Modern architectural elements potentially eligible as a contributing element to the Merritt Parkway Historic District, requiring State Historic Preservation Office and Tribal Historic Preservation Office coordination.

The estimated contract value is $2.877 million, classified as Code E (between $1,000,000 and $2,499,999). Prevailing wage rates per Connecticut Labor Commissioner schedules apply. Bid security of at least 30% of the bid amount is required in the form of a surety bond (annual bond option available). Bidders must be prequalified with CTDOT and maintain a current sworn Statement (CON 16) on file at least 30 calendar days before requesting a bid proposal form. No pre-bid conference or mandatory site visit is scheduled. Questions and submissions use the CTsource Bid Board and dotbid@ct.gov for official bid forms and notices. Campaign Contribution Certification (OPM Form 1) must be uploaded to CTsource. The project is state-funded (no Federal Aid Project number assigned); however, references to Federal Transit Administration certifications and Buy America requirements appear in standard bidder checklist materials, indicating potential federal nexus components.
