Summary of Bridge No. 02150 Rehabilitation Solicitation
This is an Invitation to Bid (ITB) document issued by the Connecticut Department of Transportation for the rehabilitation of Bridge No. 02150 carrying Route 15 over Freeman Brook in the Town of Stratford. The project encompasses comprehensive rehabilitation of a 10-foot by 8-foot reinforced concrete box culvert serving approximately 80,000 daily vehicles, including cleaning and concrete repair to walls, slabs, wingwalls, and footings; crack sealing and curtain wall sealing; installation of a 4-inch cast-in-place concrete overlay on the culvert invert; installation of new sanitary sewer piping (75.88 linear feet of 15-inch SDR-35 PVC pipe with three precast reinforced concrete manholes); storm drainage system improvements with headwalls and riprap; concrete retaining wall construction; and temporary water handling systems including cofferdam and earth retaining systems. Additional work includes a temporary sanitary sewer bypass system rated at peak flows of 1,125,000 gallons per day, permanent and temporary access roads, wetland and upland site restoration, and abatement of asbestos-containing materials identified on an overflow pipe. Bids were due October 28, 2026, at 2:00 p.m. EDT via Bid Express. No mandatory pre-bid conference or site visit was scheduled. Bidders must be prequalified with CTDOT and maintain a current sworn Statement (CON 16) on file at least 30 calendar days before requesting a bid proposal form.
The estimated contract value is $2.877 million, classified as Code E. Prevailing wage rates per Connecticut Labor Commissioner schedules apply. Bid security of at least 30% of the bid amount is required in the form of a surety bond. A 12% Disadvantaged Business Enterprise (DBE) participation goal and 12% Small Business Enterprise (SBE) set-aside requirement apply, with both triggering commitment or good-faith-effort submissions within five calendar days after bid opening. The project is state-funded with no Federal Aid Project number assigned, although standard bidder checklist materials reference Federal Transit Administration certifications and Buy America requirements. Work must comply with AASHTO LRFD Bridge Design Specifications (Tenth Edition 2024) and CTDOT Standard Specifications. Environmental restrictions include in-stream work limited to June 1 through September 30 and tree trimming restrictions from April 15 through October 31 for endangered species protection. The bridge structure exhibits minor Art Modern architectural elements potentially eligible as a contributing element to the Merritt Parkway Historic District, requiring State Historic Preservation Office and Tribal Historic Preservation Office coordination. Campaign Contribution Certification (OPM Form 1) must be uploaded to CTsource.
