About this file
This is a hazardous materials inspection letter prepared by TRC for the Connecticut Department of Transportation (ConnDOT) regarding the rehabilitation of Bridge No. 02150 on Route 15 (Merritt Parkway) over Freeman Brook in Stratford, Connecticut. The HazMat inspection was conducted on January 2, 2025, under On-Call Asbestos, Lead, Air Quality & Demolition Compliance Agreement No. 10.04-02 (23), with ConnDOT Project No. 138-252 and ConnDOT Assignment No. 524-8342. The investigation included assessment of painted surfaces for lead paint, suspect asbestos materials, and other hazardous items or regulated concerns. The project scope involves rehabilitation of the existing culvert and associated structures to address poor condition, including variable depth patching repairs, overhead spalling removal, wingwall repairs, and installation of riprap scour protection and boulder weirs. The anticipated construction start date is Spring 2026 with completion targeted for Fall 2026, and the total project cost is $2,877,000. The survey was completed with a final design phase (FDP) scheduled for April 2, 2025, design certification date (DCD) for May 14, 2025, and advertisement (ADV) for June 4, 2025.
The HazMat inspection identified one asbestos-containing material (ACM): suspect asbestos pipe coating (PC1) located on an overflow pipe at the south end of the concrete box culvert, which tested positive for 25 percent chrysotile asbestos. No lead paint was identified on any painted surfaces, and no other hazardous items, bloodborne pathogen concerns, or guano were detected. The bulk asbestos analysis was performed by TRC's accredited laboratory using polarized light microscopy (PLM) in accordance with EPA 600/R-93/116 methodology, with results issued on January 6, 2025. The project is located on the Merritt Parkway, which restricts tree removal activities, and the bridge structure exhibits minor elements of Art Modern style potentially eligible as a contributing element to the Merritt Parkway Historic District, requiring coordination with State Historic Preservation Office (SHPO) and Tribal Historic Preservation Office (THPO). Temporary construction access will be provided via Tanglewood Road within the State's Right-of-Way.

Subject: On-Call Asbestos, Lead, Air Quality & Demolition Compliance Agreement No. 10.04-02 (23) HazMat Inspection – Rehabilitation of Bridge No. 02150, Route 15 (Merritt Parkway) over Freeman Brook, Stratford, Connecticut ConnDOT Assignment No. 524-8342 ConnDOT Project No. 138-252 TRC Project No. 501871.8342.0710
Dear Mr. Coite:
TRC performed a limited hazardous materials site investigation associated with the Rehabilitation of Bridge No. 02150, Route 15 (Merritt Parkway) over Freeman Brook, Stratford, Connecticut. No painted surfaces were identified at Bridge No. 02150; therefore, no lead paint was identified. Suspect asbestos pipe coating (PC1) located on the overflow pipe (possible sewer main) at the south end of the concrete box culvert was sampled and found to be an asbestos containing material (ACM). No other hazardous/regulated items, homeless activity/bloodborne pathogen (BBP) concerns (i.e. needles, sharps, biohaz waste, etc.) or guano were identified at Bridge No. 02150.
Laboratory results, TRC Mobile Data Solutions report, and project description/site map are attached.
If you have any questions, please call TRC at (860) 298-9692.

Notes: Asbestos-Containing Material (ACM) is any material containing more than 1% asbestos
The Laboratory at TRC follows 18/01A EPA -- 40 CFR Appendix E to subpart E of Part 763, Interim Method of the Determination of Asbestos in Bulk Insulation Samples and 18/A03 EPA 600/R-93/116: Method for the Determination of Asbestos in Bulk Building Materials which utilize polarized light microscopy (PLM). Our analysts have completed an accredited course in asbestos identification. TRC's Laboratory is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP), for
Bulk Asbestos Fiber Analysis, NVLAP Code 101424-01. TRC is accredited by the AIHA Laboratory Accreditation Programs AIHA LAP (ID: LAP-100122) in the
Industrial Hygiene Program (IHLAP) for PLM. Asbestos content is determined by visual estimate unless otherwise indicated. Quality Control is performed in-house on at least 10% of samples and QC data related to the samples is available upon written request from client.
This report shall not be reproduced, except in full, without the written approval of TRC. This report must not be used by the client to claim product endorsement by
NVLAP or any agency of the U.S. Government. This report relates only to the items tested, as received by the laboratory.
ND - asbestos was not detected
Note: Polarized-light microscopy is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. In those cases, EPA recommends, and certain states (e.g. NY) require, that negative results be confirmed by quantitative transmission electron microscopy.

Project Location
The project is located within the town of Stratford on Route 15 (Merritt Parkway). Bridge No. 02150 is located approximately 0.4 miles south of Route 110.
Purpose and Need The purpose and need for the project is to address the poor condition of the culvert which exhibits numerous spalls with exposed rebar, scale, and active leakage with sediment. The invert exhibits areas of heavy to moderate scale. The outlet cutoff wall is exposed for the full length and undermined 4 feet by 10 inches high by 10 inches deep. The inlet cutoff wall is exposed 4 feet by 3 inches deep. Exposed portions of the cutoff walls have moderate scaling. The eastern outlet wingwall footing is also exposed for its full length and undermined up to 6 feet long by 2 feet high with 16 inches of penetration. The channel is also in poor condition which is primarily due to the channel scour and embankment erosion at the outlet.
Along the west wall of the culvert there is a concrete encased sewer main that runs through the structure. This sewer main extends under the channel to the north of the structure and extends southwest away from the channel south of the structure. Through the culvert the concrete encasement exhibits areas of cracking and scaling. Past the outlet the concrete encasement is undermined, approximately 27 feet long by 31 inches with 24-inch penetrations.
Scope of Work The proposed rehabilitation consists of repairing the existing culvert, headwalls and wingwalls at areas of deterioration with variable depth patching. Repairs to areas of overhead spalling consists of removing all loose concrete, cleaning existing exposed rebar and coating the exposed area with a zinc primer. Deteriorated areas at the weep holes should be repaired by removing any loose concrete and applying a zinc primer to the weep pipe and concrete below to prevent further deterioration. The existing headwalls, cutoff walls and wingwalls at areas of noted deterioration will be repaired with variable depth patching. The undermining of the outlet wingwalls will be filled with controlled density fill prior to the installation of a riprap preformed scour hole and two boulder weirs downstream.
To perform the proposed rehabilitation a temporary construction access road to the structure outlet will be required. The entrance of the temporary construction access road will be located on Tanglewood Road and will remain within the State’s Right-of-Way to the culvert outlet.
