About this file
This is a Solicitation Change Details Report issued by the Connecticut Department of Transportation for ITB 0138-0252, which concerns the rehabilitation of Bridge No. 02150 carrying Route 15 over Freeman Brook in the Town of Stratford. The primary change documented in this report is the addition of one document titled "PROSPECTIVE BIDDERS - 5.pdf" to the solicitation. The project encompasses comprehensive rehabilitation of a 10-foot by 8-foot reinforced concrete box culvert, including concrete repair to walls, slabs, wingwalls, and footings; crack sealing; a 4-inch cast-in-place concrete overlay on the culvert invert; installation of 75.88 linear feet of 15-inch SDR-35 PVC sanitary sewer pipe with three precast reinforced concrete manholes; storm drainage system improvements; concrete retaining wall construction; temporary water handling and sanitary sewer bypass systems; access roads; and wetland and upland site restoration. The project is estimated at $2.877 million (Code E classification) with bids due October 28, 2026, at 2:00 p.m. EDT via Bid Express. No pre-bid conference or mandatory site visit is scheduled, though bidders may submit questions through the CTsource Bid Board and dotbid@ct.gov.
Bidders must be prequalified with CTDOT and maintain a current sworn Statement (CON 16) on file at least 30 calendar days before requesting a bid proposal form. Bid security of at least 30% of the bid amount is required in the form of a surety bond. A 12% Disadvantaged Business Enterprise (DBE) participation goal and a 12% Small Business Enterprise (SBE) set-aside requirement apply, both requiring commitment or good-faith-effort submissions within five calendar days after bid opening. Prevailing wage rates per Connecticut Labor Commissioner schedules apply to the project. The work must comply with AASHTO LRFD Bridge Design Specifications (Tenth Edition 2024) and CTDOT Standard Specifications for Roads, Bridges and Facilities with Supplemental Specifications dated January 2026. Environmental restrictions limit in-stream work to June 1 through September 30 and restrict tree trimming and removal from April 15 through October 31 for endangered species protection. One asbestos-containing material (ACM) requiring abatement was identified on an overflow pipe. Campaign Contribution Certification (OPM Form 1) must be uploaded to CTsource. The project is state-funded with no Federal Aid Project number assigned.
