About this file
This is an Invitation to Bid (ITB) document issued by the Connecticut Department of Transportation for the rehabilitation of Bridge No. 02150 carrying Route 15 over Freeman Brook in the Town of Stratford. The project encompasses comprehensive rehabilitation of a 10-foot by 8-foot reinforced concrete box culvert serving approximately 80,000 daily vehicles, including concrete cleaning and repair to walls, slabs, wingwalls, and footings; crack sealing and curtain wall sealing; installation of a 4-inch cast-in-place concrete overlay on the culvert invert; replacement of 75.88 linear feet of sanitary sewer line with new 15-inch SDR-35 PVC pipe and three precast reinforced concrete manholes; storm drainage system improvements with headwalls and riprap; concrete retaining wall construction; temporary water handling and sanitary sewer bypass systems; permanent and temporary access roads; and wetland and upland site restoration. The bid period runs from September 30, 2026, at 7:00 a.m. EDT through October 28, 2026, at 2:00 p.m. EDT, with bids to be submitted via Bid Express. No pre-bid conference or mandatory site visit is scheduled. Bidders must be prequalified with the Connecticut Department of Transportation and maintain a current sworn Statement (CON 16) on file at least 30 calendar days before requesting the bid proposal form.
The estimated contract value is $2.877 million, classified as Code E ($1,000,000 to $2,499,999). A 12 percent Disadvantaged Business Enterprise (DBE) participation goal and 12 percent Small Business Enterprise (SBE) set-aside requirement apply, with commitment or good-faith-effort submissions required within five calendar days after bid opening. Prevailing wage rates per Connecticut Labor Commissioner schedules apply to the project. Bid security of at least 30 percent of the bid amount is required in the form of a surety bond, with an annual bond option available. The project is state-funded with no Federal Aid Project number assigned; however, standard bidder checklist materials reference Federal Transit Administration certifications and Buy America requirements. Work must comply with AASHTO LRFD Bridge Design Specifications (Tenth Edition 2024), CTDOT Standard Specifications for Roads, Bridges, and Facilities, and Supplemental Specifications dated January 2026. Environmental restrictions include in-stream work limitations from June 1 through September 30; tree trimming and removal restrictions from April 15 through October 31 for endangered species protection; and wetland and floodplain coordination. One asbestos-containing material (ACM) identified in the project requires abatement, and the bridge structure may require coordination with the State Historic Preservation Office and Tribal Historic Preservation Office due to potential eligibility as a contributing element to the Merritt Parkway Historic District. Questions should be directed to Nydia Cotto at the Connecticut Department of Transportation or submitted through the CTsource Bid Board and dotbid@ct.gov.
