About this file
This is a Notice to Contractors issued by the Connecticut Department of Transportation on March 27, 2026, announcing enhanced bidding workflow changes for the Bid Express (Bidx.com) platform. The notice informs contractors that projects advertised on or after April 8, 2026, with letting dates on or after May 6, 2026, will require submission of bid proposals using the new browser-based bidding system. For projects advertised before April 8, 2026, but with letting dates postponed beyond April 29, 2026, bidders must also utilize the enhanced format. The key improvements include elimination of required installed software, enabling bids to be submitted from any modern computer including Macs, intuitive error-checking features through a "Check Bid" function, and browser-based bid forms that maintain familiar layouts while improving accessibility and efficiency. No specific response dates, site visits, or bidder meetings are detailed in this notice, as it serves as an informational document for the procedural transition rather than a project-specific solicitation.
Bidders currently holding Digital IDs must import their Infotech Digital ID into their browser upon first access to a proposal under the new system. During initial proposal submission in the new platform, a security key will be automatically generated to serve as a backup credential to the Digital ID. Support resources are available through multiple channels, including the Bidx.com Contractor Information portal, Bid Submission guides in the Bidx.com Contractor Toolkit, and direct assistance via Bidx Support at (888) 352-2439 option #1 or customer.support@bidx.com, with availability Monday through Friday from 7:00 am to 8:00 pm Eastern time. For questions regarding bidding and award procedures specific to Connecticut DOT contracts, contact Philip Melchionne at DOTContracts@ct.gov.
