About this opportunity

The County of Los Angeles Treasurer and Tax Collector (TTC) Public Administrator (PA) is issuing a Request for Statement of Qualifications (RFSQ) to establish a Master List of qualified insurance brokers to provide real property insurance services. The procurement seeks property-casualty insurance brokers capable of delivering liability, casualty, fire, and related insurance coverages for real properties and contents managed by the PA. Qualified vendors will be added to a Master List from which the PA will solicit insurance coverage proposals via email on an as-needed basis, with vendors required to respond by specified deadlines for each coverage request. Minimum mandatory requirements are detailed in RFSQ Section 3.0, and vendors must submit Statements of Qualifications (SOQ) in accordance with Section 7.0 requirements, demonstrating their qualifications, experience, and capability to provide comprehensive property-casualty insurance brokerage services. The Statement of Work (SOW) is contained in Exhibit A of Appendix A (Master Agreement), which establishes the terms, conditions, and service scope for selected contractors. Vendors must download the complete RFSQ documents from the County's procurement portal at https://camisvr.co.la.ca.us/lacobids/ or the TTC website at https://ttc.lacounty.gov/contract-opportunities/. The original solicitation was posted on March 2, 2026, with a submission deadline of March 9, 2025, and an Addendum One has been issued that vendors must review and incorporate into their SOQ responses.

The RFSQ documents include required forms, including Exhibit 5 (CBE documentation), which must be completed and submitted as part of the SOQ package. Submission of an SOQ constitutes acknowledgement and acceptance of all terms and conditions outlined in the RFSQ, any addenda, and the Master Agreement contained in Appendix A. While the available documents do not explicitly detail set-aside designations, certifications for Certified Business Enterprises (CBE) are referenced as a required form submission, suggesting that certified minority, women, and disabled veteran-owned business enterprises may receive consideration. The specific evaluation criteria, award values, contract duration, and any incumbent vendor information are contained within the complete RFSQ documents that vendors must obtain directly from the County's bidding portal or TTC website. Vendors are fully responsible for downloading, reviewing, and complying with all requirements outlined in the complete RFSQ package, including all addenda and the Master Agreement, prior to SOQ submission.
