About this opportunity

Collier County, Florida is seeking proposals from qualified real estate brokers and brokerage firms to provide comprehensive real estate services through a competitive sealed proposals process, with proposals due March 16, 2026, at 3:00 PM EST via the Collier County Procurement Services Division Online Bidding System. A pre-proposal conference is scheduled for February 20, 2026, at 10:00 AM EST in Naples, Florida. The County anticipates annual real estate transactions exceeding $5,000,000 per fiscal year and seeks services including property acquisition, leasing, market analysis, easement and property rights acquisition, and related consulting services for all County divisions, the Water-Sewer District, and the Community Redevelopment Agency, limited to properties within Collier County and its municipalities. All services must be performed by licensed brokers or licensed sales associates working under broker supervision in compliance with Florida Statutes Chapter 475, and contractors must maintain current Florida Real Estate Broker Licenses in good standing with a minimum of ten years of experience in relevant real estate transactions, particularly with public sector clients. The County anticipates awarding a single awardee, though it reserves the right to select multiple proposers as deemed in its best value, with an agreement term of three years plus two optional one-year renewal terms, and all fees, commissions, and hourly rates must remain firm for the entire contract term. Evaluation criteria include cover letter and management summary (5 points), certified woman/minority business enterprise status (5 points), financial and legal disclosure (15 points), experience and qualifications (30 points), value-added services (15 points), cost to the County (20 points), and local vendor preference (10 points), with reimbursable expenses limited to photocopying, transcription services, government information request fees, postage, and delivery services without markups permitted.

The solicitation offers local vendor preference consideration of 10 points for firms maintaining a current Business Tax Receipt from Collier or Lee County Tax Collectors with a permanent physical business address within those counties, though this is not a set-aside program and all qualified vendors may respond. All proposers must be enrolled in the E-Verify program at time of submission, provide proof of Florida corporate status, hold required professional licenses, and submit completed certifications regarding conflicts of interest, immigration compliance, and vendor declarations under penalties of perjury. Proposers must provide comprehensive insurance coverage including Workers' Compensation at statutory limits, Employer's Liability at $500,000 single limit, Commercial General Liability at $1,000,000 single limit per occurrence with $2,000,000 aggregate, Automobile Liability at $500,000 each occurrence, Professional Liability at $1,000,000 per claim and in aggregate, Crime insurance at $1,000,000 per occurrence, and Cyber Liability at $1,000,000 per occurrence, with Collier County named as additional insured and 30 days cancellation notice required. A bid bond equal to 5% of the cost proposal must accompany submissions, and Performance and Payment Bonds written for 100% of the contract award amount must be submitted by the awarded proposer if the contract exceeds $200,000, with all bonds underwritten by sureties rated "A-" or better by A.M. Best Company. The contractor's commissions and fees will be determined according to fee schedules submitted in response to the RFP and paid only upon successful completion of transactions, with no specific budget range identified in the solicitation materials.
