About this file
This is a Local Vendor Preference Certification form issued by Collier County, Florida's Procurement Services Division for use in response to a Request for Proposals for Real Estate Services. The form allows vendors to certify their status as a local business within Collier County or Lee County to qualify for local vendor preference consideration in the competitive sealed proposals process. Proposals for real estate brokerage and related services are due March 16, 2026, at 3:00 PM EST, with a pre-proposal conference scheduled for February 20, 2026, at 10:00 AM EST in Naples, Florida. The County anticipates awarding a single awardee for a three-year initial term with two optional one-year renewal periods to provide comprehensive real estate services including property acquisition, leasing, market analysis, and consulting services for all County divisions, with anticipated annual transactions exceeding $5,000,000 per fiscal year.
To qualify for local vendor preference points (10 points out of the total evaluation score), vendors must maintain a current Business Tax Receipt (Occupational License) issued by either the Collier or Lee County Tax Collector and possess a permanent physical business address within those counties prior to bid submission. The certification requires vendors to affirm in writing that they contribute to the economic development and well-being of the county in a verifiable and measurable way, including retention and expansion of employment opportunities, support to the county's tax base, and residency of employees and principals within the county. Vendors who misrepresent their local preference status face suspension of local preference eligibility for up to one year, and all certifications must be submitted under penalties of perjury with documentation provided upon County request or the submission will be deemed non-responsive.
