About this opportunity
The Maryland Department of General Services, Office of State Procurement is requesting bids for janitorial services at the Edward F. Borgerding District Court/Multi-Service Center in Baltimore City under IFB BPM058037, with bids due August 13, 2026 and a site visit on August 3. This is a small business reserve procurement limited to businesses certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA), a decision-flipping eligibility restriction. An overall 5% Minority Business Enterprise (MBE) subcontract participation goal applies, using only MDOT-certified MBEs.
The scope encompasses routine daily, weekly, biweekly, three-times-per-week, semi-annual, and annual janitorial and maintenance services for approximately 64,050 net cleanable square feet across multiple floor types (terrazzo tile, inlaid tile, resilient tile, and carpeted surfaces), courtrooms, offices, restrooms, corridors, and holding cells. The contractor must provide one full-time day porter (7:00 a.m. to 3:30 p.m., Monday–Friday) and a minimum of three evening janitorial personnel (5:00 p.m. to 10:00 p.m., Monday–Friday) plus an on-site supervisor. Required services include trash removal (300 cans), floor maintenance (mopping, vacuuming, buffing, waxing), restroom sanitation, glass and mirror cleaning (3,346 square feet), carpet spot cleaning, and maintenance of 5 drinking fountains, 120 fixtures, and 175 windows. The contractor must use environmentally preferable products compliant with Maryland Green Purchasing Committee specifications and purchase items from Blind Industries and Services of Maryland (BISM) where available. All personnel must pass criminal background checks conducted at the contractor's expense and display company ID badges.
The contract term is three years with two additional one-year renewal options. Contractors must comply with Maryland Living Wage Requirements (Tier 1 Area), maintain $1 million commercial general liability and $1 million crime insurance, and meet minimum qualifications of three years of successful comparable janitorial service experience. References (three to five required) must be from the past three years. The State furnishes paper hand towels, toilet paper, and hand soap; the contractor provides all other supplies and equipment. Payment is monthly via electronic funds transfer (EFT); contractors must remit a 1% electronic transaction fee on invoiced amounts. Performance failures trigger invoice reductions with escalating penalties. No federal funding is associated with this contract.
Questions were due August 7, 2026. The incumbent is Jasso Maintenance LLC under Contract CTR007563.
