About this file
This is an electronic transaction fee appendix for a Department of General Services statewide contract in Maryland. The appendix establishes mandatory fee requirements for all DGS-controlled procurements, including the janitorial services contract for the Edward F. Borgerding District Court in Baltimore City. The janitorial services contract itself is structured as a three-year initial term with two additional one-year renewal options, providing routine cleaning and maintenance services to enhance the appearance and professionalism of the facility. No specific response dates, bid deadlines, site visits, or bidder conferences are detailed in this appendix.
The contractor must remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all contract sales, calculated on the gross invoice amount minus returns or credits. Payment is due no later than forty-five (45) calendar days after the end of each reporting period, submitted either via ACH transfer to the Comptroller or by check to the Department of General Services Fiscal Services Division in Baltimore. The contractor must simultaneously submit a monthly usage report in Microsoft Excel format documenting all contract sales to a designated state email address. The fee must be incorporated into the contract's unit prices and cannot be charged separately to customers or identified as a line item on invoices. Failure to remit fees timely and accurately constitutes default under the contract. This appendix is effective as of January 2026.
