About this file
This document is a Questions and Answers file for a re-solicitation-2 invitation for bids (IFB) issued by the Maryland Department of General Services Office of State Procurement for janitorial services at the Edward F. Borgerding District Court/Multi-Service Center in Baltimore City. The contract encompasses routine cleaning and maintenance services for a specified cleanable square footage detailed in Section 2.1.5 of the Scope of Work. Required cleaning frequency is established in Section 2.2.1, with Friday evening service identified as a mandatory component of the scope. The contract term is three years with two additional one-year renewal options. The solicitation includes line-item pricing, with Alternate #1 addressing bi-annual carpet cleaning services; a pricing bid sheet correction was issued to clarify quantities for Year Three alternate pricing.
The incumbent contractor is Jasso Maintenance LLC, with the current annual contract value documented under Contract Number CTR007563. The Minority Business Enterprise (MBE) participation goal is set at 5% and has remained consistent throughout the solicitation process. Bidder minimum qualifications require three years of business experience, calculated from the official registration date with the Maryland Department of Assessments and Taxation; experience obtained through predecessor companies does not count toward this requirement. The facility operates continuously with staff present at all times, necessitating janitorial services including Friday evenings, and no scheduling accommodations for religious observance will be provided beyond the mandatory service schedule.

12. I am reviewing IFB BPM058037, Re-Solicitation-2, Janitorial Services at the District Court of Edward F. Borgerding, and have a question regarding Section 1.1, Bidder Minimum Qualifications. Our principal founded and operated Les Services de Toure, a facilities maintenance company providing building maintenance, window cleaning, carpet cleaning, and structural upkeep for residential and commercial clients in Conakry, Guinea, from January 2022 through June 2024. Toure Consulting Group LLC was subsequently formed in Maryland to continue this work domestically. Will the State consider the janitorial and facilities maintenance experience of the principal, obtained through this predecessor company, toward the three-year minimum qualification in Section 1.1.A? The total number of years a business entity has been in existence, calculated from its official registration date with the Maryland Department of Assessments and Taxation. This date marks when the business was legally recognized in the state. This must meet the 3-year requirement.
13. I wanted to ask if you could please clarify the recent changes to the MBE participation requirement for this contract. Specifically, could you confirm whether the requirement has changed from 10% to 5% and briefly explain the change?
The goal has consistently been set at 5%, representing the approved Minority Business Enterprise (MBE) participation target.
