About this opportunity
The City of Long Beach Department of Public Works is requesting bids on maintenance dredging of Alamitos Bay Entrance Channel and beach nourishment at Peninsula Beach under specification R-7246, with bids due September 4, 2025 at 12:00 p.m. The project requires a California Class A Contractor license and a mandatory pre-bid conference was held July 29, 2025; an optional site walkthrough was available the same date.
The scope consists of dredging the entrance channel to -18 feet MLLW plus one foot of payable overdredge (287,000 cubic yards base), transporting and placing dredged material at the Beach Nourishment Area on Peninsula Beach to elevation +10 feet MLLW with side slopes between 20H:1V and 20H:3V, debris removal and disposal, environmental controls, and survey work for dredging and beach nourishment. An optional Bid Additive Item 7 allows up to 128,000 additional cubic yards of dredging between -18 feet MLLW plus one foot of payable overdredge and -21 feet MLLW. Work is subject to California Coastal Commission Permit No. 5-24-0845, U.S. Army Corps of Engineers Permit SPL-2023-00708-SME, and a citywide Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council, including prevailing wage requirements, 40% local hire goal, and 10% transitional/veteran worker hire goal. Dredging must comply with environmental conditions including eelgrass and Caulerpa surveys, beach profile monitoring, avian monitoring for western snowy plovers and California least terns, and construction timing restrictions prohibiting beach material deposition between February 15 and September 15 without written authorization. The contractor must complete the work within 120 calendar days after Notice to Proceed (anticipated November 2025).
Bidders must demonstrate completion of at least three similar projects with minimum value of $2 million each within the last ten calendar years. The engineer's estimate is $6.1 million. Bid security of not less than 10% of bid amount and corporate surety bonds at 100% of contract price (faithful performance and labor/material payment) are required. Mobilization and demobilization costs must not exceed 60% of the maximum amount shown in the bid schedule. Two bids were opened September 4, 2025: Manson Construction Co. (lowest responsive bid, $14,031,000 including additive, 97.83% self-performance) and The Dutra Group (deemed non-responsive due to 5.31% self-performance, below the 30% minimum requirement).
